Repeated domains, redirects, identical contact information or substantially duplicated identity details may justify deeper review.
3. Distinguish operator from vendor
Shared website technology or the same marketing provider does not by itself establish shared ownership.
4. Build corroboration
Domain evidence becomes stronger when independent facts point in the same direction.
5. Keep the conclusion narrow
Describe the relationship the evidence actually supports and identify remaining gaps.
